Can unused paper napkins be recycled? - paper table napkins

In my town we are "green box" and all apartments have have one and is forced, in essence, when we classify a 1 bag limit per week to waste. Paper towels and blankets are allowed in the green bin. Although the green bin is not only compost meat, bones, etc. all contain milk solids () biodegradable.
Perhaps your town has something similar?
